Well, mostly because the pokemon that aren't flying and don't have levitate tend to hover close to the ground, if they get off of the ground at all. If on the ground, they're hit for the obvious reasons; if they're only slightly hovering, then it's because the force of the earthquake knocks up some shrapnel and other things that strike the pokemon.

Their claws just look sharp.....but really aren't

Huh? I thought for sure zangoose could-course, I was never lucky enough to get one.
Anyway, in reality, it's probably because their claws just aren't made that way-it's the same way you can't cut down a tree with a scythe. Different types of blades do different things.

mabey there claws are made for stabing the seviper that they find instead of slashing. oh wait, zangoose can learn slash. well, as for the zigzagoon, I think they use there teeth to bite threw. Yes, I know there are ways around my theory guys.

I'll go for the technical reason. The first Pokémon games were on the original Gameboy which didn't have good enough sound hardware or enough storage space on the cartridges to have pokémon that actually said their names. The GBA probably could have done it (and the DS definately could) but by then the designers were either too lazy or too nostalgic to replace the old sounds.

"Irregardless" and "Over exaggerated" are NEVER CORRECT EVER because they are redundant
Regardless means "without regard", and adding "ir" on the front actually makes it a double negative; exaggerate means "to overstate" so you're literally saying "over overstate."
Example: I can not exaggerate the importance of this fact enough, regardless of how often people ignore it.
