Use Earthquake to raise the ground in front of you to block Surf!
Is that alright Opal? Also, do you decide when Pokemon faint? From what I gather it's even: Surf is more powerful than Thunder Fang, but Piplup has been taking steady damage from the sandstorm.

I'm deciding if I'll allow thunder fang (Since it looks like it can't learn it levelling up or by TM)
I should of caught that earlier, but this week has been very...busy for me (I thought he could learn it leveling up, but no)
I'm allowing the earthquake part, but Piplup will act as if it didn't hit it.
