Not really. Though it could be translated that way in certain situations. ii means good, while yo is a sentence ending particle that's roughly equivalent to an exclemation point. So "iiyo" is actually "Good!"

-chan: suffix meaning female close friend or female family member

((I have an old version somewhere, but I learned most of my Japanese from a combination of college Japanese classes and my time in Japan.))

chan is NEVER used with males (family or not), except maybe as a joke or insult. It's name suffix for girls and young woman, generally those who are either close to the speaker (friends, relatives, etc) or clearly younger than the speaker. For example, if I was just introduced to a young girl named Sakura, I'd call her Sakurachan (unless she was of a much higher social status). I also might use chan with a girl I just met who was around the same age as myself, though it's mostly children and some teenagers who do that. I would rarely if ever use chan with a woman more than a year or two older than myself unless she asked me to. chan can also be used when discussing girls or young women that you don't personally know (this if often done with teen idol singers).
