I think I'm the main elipse user here. Anyway, there are rules. For example, this...doesn't need to be capitalized. But if I were to make it two sentences... Then this one needs to be capitalized.
I'm with Josiah on the capitalization thing, but I also think there needs to be a space every time, no exceptions. If it's between two words, that is. If you're using it to end a paragraph...
But you're supposed to always put spaces between words. An elipse is not a space. If...I used an elipse like that, then removed the pause because it's unnecessary, it would be as IfI was having spacebar trouble.

Regardless means "without regard", and adding "ir" on the front actually makes it a double negative; exaggerate means "to overstate" so you're literally saying "over overstate." Example: I can not exaggerate the importance of this fact enough, regardless of how often people ignore it.
I'm gonna say...that no space is needed when using an elipse in the middle of a sentence. But that's just a guess on my part, I don't know what the "official" ruling is. Personally, using a space after an elipse in the middle of a sentence just looks weird. If there was one space, I'd feel the need to add a second space and a capital letter and make it into two seperate sentences.
Let's compromise here. When using an elipse in the middle of a sentence...there is no need to put a space after it because the elipse serves to separate words. However, when an elipse is used to end a sentence, you need to space then capitolize... Is that agreable?

It is getting off topic. Everyone seems in agreement about capitalizing if an elipse ends a sentence... So that's good. Now for elipses like this...let's just say that we don't know if there should be a space after them or not and leave it to personal preference.
Now it's going to bother me when there isn't a space, though... because I'm quite positive there's supposed to be one.
