IP Bans don't do anything if they come from a different IP... which these pretty obviously did. Just IP Banning them isn't going to solve anything, unfortunately.

As said, IP bans only work if they use the same IP. Depending on how this new wave of spam bot attacks are being carried out, it might stop after I ban enough IPs, though there's a good chance it won't.
As for the how, why, and when... I assume that someone recently figured out how to make a bot that can get past the standard PHP3 user authentication test. Typically such bots just use Google to find every forum they can. When I have time, I'll try and find a way to change up the registration process to block them like I did on the pre-upgrade forums.
