Tyranitar can learn it from the guy who teaches your Pokemon moves they forgot for some reason...
Use Earthquake to raise the ground in front of you to block Surf!

Is that alright Opal? Also, do you decide when Pokemon faint? From what I gather it's even: Surf is more powerful than Thunder Fang, but Piplup has been taking steady damage from the sandstorm.

I'm deciding if I'll allow thunder fang (Since it looks like it can't learn it levelling up or by TM)
I should of caught that earlier, but this week has been very...busy for me (I thought he could learn it leveling up, but no)

I'm allowing the earthquake part, but Piplup will act as if it didn't hit it.

If he can use Earthquake to block attacks... Then could I do something like knock Tyranitar back with Surf so Thunder Fang doesn't hit Piplup?

Medicham: Recover, High Jump Kick, Thunder Punch, Detect, Psychic
Mudkip: Hydo Pump, Endure, Endeavor, Ice Beam, Dig
Poliwhirl: Hypnosis, Wake-Up Slap, Bubblebeam, Brick Break, Earthquake
Absol: Slash, Night Slash, Psycho Cut, Iron Tail, Aerial Ace
Koffing: Explosion, Sludge Bomb, Endure, Shadow Ball, Thunderbolt
Teddiursa: Rest, Sleep Talk, Slash, Earthquake, Brick Break
"Irregardless" and "Over exaggerated" are NEVER CORRECT EVER because they are redundant
Regardless means "without regard", and adding "ir" on the front actually makes it a double negative; exaggerate means "to overstate" so you're literally saying "over overstate."
Example: I can not exaggerate the importance of this fact enough, regardless of how often people ignore it.
