I suppose the developers just wanted to make it clear how pathetic Magikarp is. I mean, if it just started out with Tackle then, hey the stats aren't great but at least it can attack just fine. It's Splash that really makes Magikarp its good old nearly useless self.

Pick a goldfish, put it out of it's bowl or aquarium.
If it flap around and splash you don't get any damage right?

when wingull eggs were first discovered, they were struck by lightning and they did not develop electric moves until they evolved.
other than that, a wizard did it.

Easy. All animals contain electricity in their body. Being a water type, that small amount can be amped and used for attacks. Explains how several water types can learn electric moves.

Many thousands of years ago...

The Pelliper ancestores mated with the Pikachu ancestores and had a baby known today as Wingull...

Wingull only used water moves, it couldn't touch the electricity hidden inside of it...

Until it evolved...

When Wingull evolves, the backup charge from the white evolution thingy touches the lost electricity gene, and allows it to use electric attacks...

Then Pelliper went and had babies with everyone.

That makes sense, right?

You can all have your theories about corssbreeding, I'm sticking with the aliens. Isn't it obvious? They zap Pelipper with LAZER BEAMS until it learns how to shoot them itself! It's the same for Starmie, Gyarados, and all those other Water types that can learn electric attacks! Actually... they're the ones we should really be debating... Pelipper can only learn Shock Wave, but Gyarados gets Thunderbolt, Thunder, and freaken Flamethrower.

If anyone suggests a Pikachu/Gyarados hybrid...
"Irregardless" and "Over exaggerated" are NEVER CORRECT EVER because they are redundant
Regardless means "without regard", and adding "ir" on the front actually makes it a double negative; exaggerate means "to overstate" so you're literally saying "over overstate."
Example: I can not exaggerate the importance of this fact enough, regardless of how often people ignore it.

Wouldn't beable to cause you need to use the baby form as well and Magikarp has only 2 formes

I choose to talk about Pelipper because it's water/flying. Quadruple weak to electric attacks via Starmie (which is part psychic) and Gyarados (which is....part flying....but hay! It's a dragon! And it doesn't have wings! OK?)

I'd agree that pretty much all pokémon (and all living beings for that matter) have at least some electricity in them. Electric pokémon are the best at controlling that electricity but some other pokémon can learn how to as well.
